Requirements for Licensees to Zero-rate and Facilitate Access

In terms of the amended Electronic Communications, Postal and Broadcasting Directions Issued under Regulation 10, Act 57 of 2002 licensees are required to zero-rate certain websites and make information about COVID-19 available. In terms of the regulations, Electronic Communications Service Licensees and Electronic Communications Network Service Licensees with access to high demand spectrum are to assist with support of virtual classrooms to provide for education during the COVID-19 pandemic. In addition, Electronic Communications Service Licensees must zero-rate all COVID-19 sites identified by the Department of Health and must zero-rate all calls to the national number for COVID-19, as provided by the Department of Health. Finally, emergency centres are directed to display the national number for COVID19.
